Is it worth it?
If you're developing for IMVU, you already know where the time goes. You find a nice hair mesh, and then you're sat in Photoshop trying to paint strands that don't look like spaghetti, fighting with opacity maps, and three hours later you've got one product. Meanwhile the people selling well are pushing out twenty. This pack is aimed squarely at that bottleneck. You buy it for $25, download a 50MB zip, and you've got over a thousand hair textures at 256x256 ready to drop onto a mesh in Previewer. Pick mesh, apply texture, done. The licensing is the part worth reading carefully: the page says you get rights to items you create from the textures, but the base textures themselves can't be sold, shared or stored online. That's normal for a stock pack, just know it. The obvious catch is that anyone else can buy this too, so your products won't be unique, and if two developers use the same texture on the same popular mesh you'll be competing on icons and pricing rather than the hair. The page frames that as a feature (put your effort into icons and product pages), which is fair enough advice. It won't teach you texturing. It's a shortcut around it.

Who it suits
New or time-poor IMVU developers who want a catalogue up fast and are happy competing on icons and presentation rather than original artwork. Skip it if you already texture well, or if unique products are your selling point.
